Family-Based Education (FBE) Program Approach

• Introduction of ECDC’s FBE program

​ ​ ​The first INNOVATION of ECDC within two decades of a calling journey to serve children with disabilities in the country. This is timely innovation to equip parent of children with disabilities so that they can maximize the potential of a child through the facilitation and support of ‘Key Person’ of Family-Based Education (FBE) program approach.

​ ​ ​Currently, the country is experiencing the darkest period in the history of the country because of Covid-19 pandemic strike in 2019 and also political instability, crisis, in since February, 2021. The situation of children with disabilities are facing huge challenges. It was estimated that less than 10% of children with disabilities can access basic need services from some special school and service Centre in very few cities. Majority, around 90% of children with disabilities will never access their right to education and other services. No one can predict when the strong policies will be enacted, no one can say when related profession and skill worker will available in every city of the country, millions and millions of Myanmar children with disabilities will grow and die without any services at all.

​ ​ ​To response on this huge gap of the country and urgent needs regards, ECDC is innovating this “Family-Based Education (FBE) Program Approach”, from more than two decades experiences in providing essential services to children with disabilities, to equip parent of children with disabilities and make sure all their children with disabilities will access necessary care services in the family. ECDC’s spirit is always burning to help children with disabilities and their parents to access their rights and enjoy well-being as much as possible as we are call for it.

​ ​ ​Eden has developed “Family-Based Education (FBE) Program Approach” which include “Key Person Training Package”, Key person Manual Book and other necessary documents. We will develop other supporting document further continuously and invite other stakeholders to learn this program approach and spread throughout the country to reach out the needy.

​ ​ ​In 2025-26 academic year ECDC has recruit two full time Key Person, form Technical Support team with experienced skill profession from Eden Day Care Centre, Provide services to 100 clients. We will increase it year by year. ECDC has already conducted “Key Person Training” for FBE program three times already within the year 2025.

• A journey of developing this innovation

​ ​ ​Eden Centre for Disabled Children (ECDC) was established as a respond of calling to serve children with disabilities in Myanmar. A spirit of ECDC’s is to meet the demand of service needs of children with disabilities, most vulnerable group of people in every society. To reach out more needy children with disabilities and their parents ECDC is always struggle for better change for quality services, building human resources, implementing new methods and approaches, legislation and policies, for collaboration, and for innovation.

​ ​ ​During these two decades of a serving journey and implementing various disability related projects around the country, we have a chance to learn the context, the culture and the different situation of targeted communities through our own experiences. These experiences and learning points are the underpinning causes of this FBE innovation.

FBE Program

​ ​ In FBE program there are five steps to reach the goal, happy family life in cohesive society. These steps are 1). Convincing parent to control their own family life by playing parents’ vital role to maximize a child’s potential, 2). Empowering parent with essential knowledge and information, 3). Equipping parent with basic caring skill, coping and observation skill, 4) Support parent so that they can access necessary services and 5). Inclusion in respective community with equity.

FBE Approach

​ ​ In FBE program we adopted various approaches to make sure the effectiveness and efficient of the program towards targeted population. These approaches are already well-known and widely utilize in the field of service delivery sector. In FBE program we modify a little bit according to the service plan set for individual clients. These approaches include:

• Child Centre Approach
• Family Centre Approach
• Right-Based Approach
• Strength-Based Approach
• Routine-Based Approach and
• Trans-D Approach

​ ​ ​This FBE program approach is innovated for a very unique situation and the context of current Myanmar situation. We believe strongly that our FBE innovation will meet the best about a great demand of parents and children with disabilities in Myanmar.
